Programers Begs for the Job - Then Reject It

I am new to SL and decided to test the system with a project that I want completed. After two time extensions, extra effort to educate the prospective bidders and a detailed job specification, I believed that I had found a few qualified candidates.

Several bidders asked for the job numerous times, stating they were very interested in completing it. I selected one, and after several days, the job was declined. I selected a second bidder, and the job was declined. I feel like I have wasted my time and still have no qualified bidder to complete the project.

Is this the normal way this work? Everyone says they are qualified and then leaves the job die on the vine? How do I find the programmers that do not play games and want to work?
