3 year old dispute never solved

i posted a project about 3 years ago for uploading images to an adult site
(i dont even have anymore), i just didnt want to get involved in doing this.

the thing is that the programmer i choose did not meet my requirements,
to make it short the content he posted was all fat ugly women in very low resolution and in thumbnail screen size, i contacted scriptlance for a solution to this, i requested a refund ,never got it,so my escrow payment ($40) have been laying around for more than 3 years and its just sitting there.
i cant contact scriptlance for my refund they dont rspond ,what should i do??
